대한영양제처방학회, ‘건강기능식품 소분판매시행과 대응’ 주제로 학술대회 개최예정2025년 7월 13일(일) 서울성모병원 대강당에서 대한영양제처방학회(회장 김갑성/ www.knsp.org )는 오는 2025년 7월 13일(일), 서울성모병원 지하1층 대강당에서 “건강기능식품 소분판매 시행과 시장 판도의 변화, 그리고 의료 전문가의 역할”을 주제로 한 정기 학술대회를 개최한다. 이번 학술대회는 건강기능식품 소분판매가 본격 시행됨에 따라, 의료현장에서 건강기능식품의 안전한 활용과 유통질서 변화에 대해 전문가들이 함께 논의하고 실질적인 대응방안을 모색하기 위해 마련됐다. 이번 행사는 의료인, 약사, 건강기능식품 전문가, 정책 담당자 등 300여 명이 참여할 예정으로, 학술적인 논의뿐만 아니라 법제도, 현장 사례, 소비자 신뢰 확보를 위한 전략까지 다양한 영역을 포괄하는 종합 토론의 장이 될 전망이다. 학술대회는 오전 9시 개회식을 시작으로 총 3개의 세션으로 구성되어 있으며, 각 세션별 주제 발표와 질의응답이 이어질 예정이다. 소분판매 시행, 의료현장 변화 이끄나 첫 번째 세션중 주목할 강의로는 올해 3월부터 전격시행된 ‘건강기능식품 소분판매 제도의 도입 배경과 법적 쟁점’을 중심으로 식품의약품안전처 건강기능식품정책과 권우정 주무관의 "환자 맞춤형 건강기능식품 소분판매제도"에 대한 발표가 예정되어 있다. 해당 세션에서는 최근 식약처가 발표한 건강기능식품 소분판매 허용 기준과 관리방안에 대한 설명이 이뤄지며, 이를 둘러싼 의료기관의 책임 범위, 소비자 안전 확보 방안, 추적관리체계 도입 여부 등에 대한 쟁점이 심도 있게 논의될 예정이다. 오후 강의에서는 병원내 건강기능식품 사업모델 구축전략 플랫폼을 김주성 NPK 솔루션 대표가 발표하여 소분판매에 따른 업계의 대응전략을 소개할 예정이다. 또한 환자데이터에 의한 개인맞춤형 건강기능식품 처방 플랫폼을 개발하고 있는 천영주(의료정보IT 원글로벌)이사의 플랫폼개발에 따른 의료현장의 변화에 대해 강의 예정이다. 이러한 소분판매시행과 변화에 발맞추어 대한영양제 처방학회에서는 소분판매에 대한 교육프로그램으로 학회내 영양제처방인증의사, 영양제마스터 인증, 식품분석전문가 자격증을 교육과 시험을 통해 배출하고 있다. 시장 변화와 전문가의 개입 필요성 두 번째 세션은 ‘질환별 도움이 되는 건강기능식품에 대한 학술강의와 구조적 변화와 의료인의 개입 필요성’을 주제로 진행된다. 이 세션에서는 참약사그룹의 김병주 대표의 건기식 소분판매를 위한 경영전략에서는 최근 5년간의 건강기능식품 소비 트렌드 분석과 더불어, 소분판매 제도 도입이 가져올 시장 변화 예측을 발표한다. 특히, 온라인 직구 증가, 개인 맞춤형 제품 수요 확산, 기능성 표시제도의 변화 등이 시장에 미치는 영향을 다룰 예정이다. 이어, 기능의학 전문가이자 가정의학과 전문의인 김해영원장는 “개인 맞춤형 영양제 처방과 건강기능식품의 융합 전략”을 기능의학검사 기반의 건강기능식품 분석을 통해 임상현장에서 실제 환자에게 어떻게 건강기능식품을 진료에 통합할 수 있을지 구체적인 사례와 함께 설명할 예정이다. 기능의학을 대표하는 지영미 서울성모신경외과 원장은 뇌 불안,불안,우울 , 인지기능 개선등에 도움이 되는 건강기능식품, 간질환의 해독에 대한 강윤석원장(삼성연합의원)의 강의도 주목해야 할 트렌드강의로 예정되어있다. 소비자 신뢰 확보 위한 가이드라인 필요 마지막 세션에서는 “건강기능식품의 소분 및 권유 시 소비자 신뢰를 높이기 위한 가이드라인”을 주제로 대한영양제처방학회에서 자체적으로 마련한 ‘건강기능식품 처방 가이드"가 책으로 발표된다. 학회는 그동안 의료인의 건강기능식품 권유가 자칫 상업행위로 오해받을 수 있는 현실을 지적하며, 투명성과 안전성, 신뢰를 기반으로 한 권유 체계를 정립해야 한다는 입장을 강조해왔다. 가이드라인(안)은 ▲환자의 건강상태 및 진단 근거 기반 제품 권유 ▲영양제-약물 간 상호작용 검토 ▲소분판매 시 유효기간, 보관조건 명시 ▲환자 설명 의무 강화 등을 포함하고 있으며, 향후 보건당국과 협의를 거쳐 권고안으로 발전시킬 계획이다. “의료인의 적극적 역할 필요…건강기능식품 시장 패러다임 바뀐다” 이번 학술대회를 주최한 김갑성회장은 “이제 건강기능식품 시장은 단순한 소비재가 아닌, 의료와 연계된 건강관리 수단으로 빠르게 변화하고 있다”며 “의료인은 환자의 치료와 예방에 있어 보다 체계적이고 과학적인 접근을 해야 하며, 이를 위해 소분판매 제도의 긍정적 활용방안이 필요하다”고 강조했다. 또한 김 회장은 “단순히 제품을 판매하는 것이 아닌, 환자 맞춤형 상담과 평가, 지속적인 추적관리를 통해 건강기능식품이 진정한 의미의 ‘보건영양 서비스’가 될 수 있도록 의료 전문가들이 중심에 서야 할 때”라고 덧붙였다. 학회는 이번 학술대회를 시작으로 전국 의료인을 대상으로 하는 건강기능식품 상담교육, 소분판매 관리 교육 프로그램, 의료기관용 건강기능식품 권유 표준 프로토콜 개발 등을 본격적으로 추진할 계획이다. 향후 기대 건강기능식품 소분판매 제도의 도입은 단순한 규제 완화 차원이 아닌, 건강관리 서비스의 새로운 패러다임 전환을 의미한다. 이번 대한영양제처방학회의 학술대회는 이를 둘러싼 다양한 이해당사자들이 함께 모여 공론의 장을 만들었다는 점에서 큰 의미가 있으며, 앞으로도 의료인의 윤리적이고 과학적인 역할 정립에 기여하는 계기가 될 것으로 기대된다. 문의: 대한영양제처방학회 www.knsp.org 게시판 [ 메디채널 황정호 기자 ]

정치추석당직의료기관 강제지정은 직원근로기준법위반 초래로 유명무실
보건복지부가 추석명절기간동안 당직의료기관 강제지정을 통해 응급의료운영방침을 언급한 가운데 , 정작 당직의료기관에 지정된 병의원에 근무하는 직원들을 강제로 노동을 지시하고 강제할수 있는 법조항이 없어, 명절휴무를 보장한 근로계약위반으로 해당 병의원의 사업주인 원장이 이에 따른 처벌에 대해 책임을 지어야 하는 상황이 벌어지고 있다. 대구광역시 소재 닥터조제통외과의원 조창식원장은 이러한 문제점에 대한 유권해석을 대구광역시 중구 보건소와 고용노동부 노동정책실 근로기준정책관 근로기준정책과 에 정식으로 문건을 접수하고 유권해석을 의뢰하였다 하지만 위와 같은 내용을 고용노동부, 보건복지부에 접수를했지만 민원처리예정일인 8월9일을 넘기고도 주무부서인 고용노동부는 두달이 지난 지금도 답변을 못내놓고 있는 상황이다. 다만 대구중구보건소에서 당직의료기관 지정을 했더라도 직원의 출근과 노동을 강제할수 없다는 유권해석을 내려 추석명절에 당직의료기관운영에 있어 직원의 강제출근에 고민하는 많은 병의원의 판단에 도움이 될것으로 보인다. 대한영양제처방학회가 출범한지 3년이 되었습니다. 코로나-19를 거치면서 맞춤식영양제에 대한 수요는 증가하였고 이에 따라 영양제에 대한 남용또한 늘어났습니다. 대한영양제처방학회는 2019년 " 영양제처방가이드"라는 책을 출간하면서 "식품분석전문가"라는 민간자격증을 도입하여 건강기능식품종사자를 위한 교육을 통해 국민건강보호차원에서 무분별한 선택과 남용을 바로잡기위해 앞장서고 있었습니다. 또한 대한영양제처방학회/한국건강기능식품처방학회에서 식품의약품안전처 주도의 2025년 1월 건식소분판매실로 인한 각종 이슈에 따른 건강기능식품에 대한 옳바른 복용과 더불어 남용을 막기위해 의학계, 약학계, 식품영양학계 학자를 중심으로 학문적연대를 통해 " 건강기능식품처방가이드"를 8월 초순 출간을 하였습니다. 이책은 질환별 성분별에 따른 각 건강기능식품의 효용성을 메타분석논문을 기반으로 분류한 우리나라 최초의 건강기능식품의 교과서로서 손색이 없을 정도로 많은 내용을 담고 있어 많은 건강기능식품관련종사자들에게 도움을 줄 것이라 기대가 됩니다.
